Telangana New Bar License Notification 2026

The Telangana Prohibition and Excise Department has released the Telangana New Bar License Notification 2026 for the establishment of 41 new 2B-Bars in the Telangana Core Urban Region (TCUR), Municipal Corporations and Municipalities. The notification invites applications from interested persons for grant of prior clearance for establishment of 2B-Bars under the Telangana Excise (Grant of License of Selling by Bar and Conditions of License) Rules, 2005.

The application fee for the Telangana New Bar License Notification 2026 is ₹1,00,000 per application, and the fee is non-refundable. Interested applicants must submit their applications on or before October 12, 2026, by 5:00 PM. The allotment of the notified bars will be conducted through a draw of lots on October 16, 2026, at 11:00 AM.

The Office of the Commissioner, Prohibition and Excise, Telangana, Hyderabad has invited applications for grant of prior clearance for establishing 41 2B-Bars.

The notified bars are located in the Telangana Core Urban Region (TCUR), Municipal Corporations and Municipalities. The official notification states that the process will be governed by the Telangana Excise (Grant of License of Selling by Bar and Conditions of License) Rules, 2005.

The department has also issued detailed guidelines explaining the eligibility conditions, documents required, application procedure, draw of lots and the requirements to be completed after selection.

Telangana New Bar License 2026 – Application Fee

Applicants have to pay an application fee of ₹1,00,000 for each application.

The fee is specifically mentioned as non-refundable. The guidelines state that the fee has to be paid through DD/Challan along with the application.

An applicant can submit applications in more than one Urban Local Body (ULB). The guidelines also permit an applicant to submit more than one application for a single notified 2B-Bar. However, the prescribed application fee has to be paid separately for every application.

Eligibility for Telangana New Bar License 2026

The department has stated that any person can apply for allotment of a notified 2B-Bar, subject to the eligibility and exclusion conditions specified in the guidelines.

A person cannot apply if:

• The person is below 21 years of age.
• The person has been convicted under the Excise Act, 1968.
• The person is a defaulter of excise revenue.
• The person has been adjudged as an insolvent by a competent court.

Applicants should also comply with the applicable Telangana Excise laws, rules and instructions issued by the Commissioner of Prohibition and Excise.

Documents Required

Applicants have to submit the following documents along with the application:

1. Application in the prescribed Form-1(A).
2. DD/Challan for ₹1,00,000 towards the non-refundable application fee.
3. Three colour passport-size photographs.
4. Self-certified copy of Aadhaar Card or PAN Card.

The guidelines state that applications can be submitted personally or through an authorised person before the prescribed deadline.

Telangana New Bar License 2026 – Last Date

The last date for submission of applications is:

Time: 5:00 PM

Applications can be submitted on working days between 10:30 AM and 5:00 PM.

For the TCUR area, applications can be submitted at the offices specified in the schedule, including the Office of the Commissioner of Prohibition and Excise, Telangana, Hyderabad and the concerned Deputy Commissioner offices.

For other Urban Local Bodies, applications can be submitted at the Office of the Commissioner, the respective Deputy Commissioner of Prohibition and Excise, or the concerned District Prohibition and Excise Officer, as specified in the official schedule.

Applicants who are already in the queue at closing time will be issued tokens and will be allowed to complete the submission after the closing time.

Telangana New Bar License 2026 – Selection Process

The allotment of the notified 2B-Bars will be conducted through a draw of lots.

Where more than one application is received for a particular notified bar, the draw of lots will be conducted for allotment.

For bars located in the Telangana Core Urban Region (TCUR), the draw will be conducted by the Commissioner of Prohibition and Excise, Telangana.

For other ULBs, the draw will be conducted by the respective Collector and District Magistrate in the presence of applicants.

The venue for the draw will be communicated to applicants through SMS/email at least one day before the draw, based on the number of applications received.

Applicants must carry the original receipt and entry pass to enter the draw venue.

Telangana New Bars 2026 – 41 Bar Locations

The official Annexure contains the complete list of 41 notified 2B-Bars, along with the Excise Division, Excise District, municipality or municipal corporation, BET slab and number of bars notified.

The first part of the Annexure lists the TCUR area and locations including Asifabad, Aliabad, Muduchintalapally, Yellampet, Aswaraopeta, Kalluru, Mahabubnagar, Makthal, Devarakadra, Maddur, Gaddapotaram, Gummadidala, Kohir, Bodhan, Bichkunda, Chevella and Moinabad.

The second page of the Annexure lists Kodangal, Parigi, Narsampet, Station Ghanpur, Kesamudram and Mulugu, bringing the total number of notified bars to 41.

What Happens After Selection?

The successful applicant selected through the draw of lots has to sign or affix their thumb impression against the relevant entry in the allotment register.

The selected applicant must then pay an amount equal to one-fourth of the Annual Bar Excise Tax within 90 days from the date of issue of prior clearance, through challan or demand draft.

If the selected applicant fails to remit the required one-fourth amount within the validity of the prior clearance, the guidelines state that ₹5 lakh will be recovered as penalty and the selection process will continue through a fresh draw of lots among the remaining applicants for that notified bar.

The selected applicant must also complete the formalities prescribed under Rule 6 of the Telangana Bar Rules within 90 days from the date of prior clearance and obtain the licence from the concerned authority.

The guidelines list Form-1(A) as the prescribed application and state that a copy is enclosed with the guidelines.

Applicants should carefully fill in the prescribed application form and submit it along with the required photographs, identity document and ₹1 lakh application fee before the deadline.
