Telangana Graduate MLC Voter Registration 2026: Apply Online & Status Check

The Chief Electoral Officer (CEO), Telangana has started the process for fresh preparation of electoral rolls for two Graduates’ Constituencies of the Telangana Legislative Council ahead of the biennial elections due in March 2027.

The two constituencies covered under this process are:

  • Mahabubnagar–Rangareddy–Hyderabad Graduates’ Constituency
  • Warangal–Khammam–Nalgonda Graduates’ Constituency

The electoral rolls are being prepared de novo (afresh) with November 1, 2026 as the qualifying date. Importantly, even graduates whose names are already included in the existing Graduate MLC electoral rolls have to submit a fresh application in Form 18 to be included in the new electoral roll.

Which Graduate MLC Constituencies Are Covered?

The fresh electoral roll preparation is being undertaken for two Telangana Legislative Council Graduates’ Constituencies.

Mahabubnagar–Rangareddy–Hyderabad Graduates’ Constituency

This is one of the two Graduates’ Constituencies for which the electoral roll is being prepared afresh.

Warangal–Khammam–Nalgonda Graduates’ Constituency

The electoral roll for this Graduates’ Constituency is also being prepared afresh under the same schedule.

The Election Commission has stated that regular vacancies in these two constituencies are due in March 2027, necessitating the preparation of fresh electoral rolls.

What Does De-novo Preparation of Electoral Roll Mean?

De-novo preparation means that the electoral roll for the Graduates’ Constituency is prepared afresh before the election.

This is particularly important for existing Graduate MLC voters.

The CEO Telangana MLC 2026 portal clearly states that all persons, including those already included in the existing rolls, must submit a fresh Form 18 application for enrolment in the new electoral roll.

Therefore, an existing Graduate MLC voter should not assume that the old voter-list entry will automatically carry forward.

Who Is Eligible to Register as a Graduate MLC Voter?

A person seeking enrolment in a Graduates’ Constituency must satisfy the conditions prescribed under the Representation of the People Act and the Election Commission’s instructions.

Generally, the applicant must:

  • Be a citizen of India.
  • Be ordinarily resident in the concerned Graduates’ Constituency.
  • Be a graduate of a university in India or possess an equivalent qualification recognised for this purpose.
  • Have held the qualifying degree or equivalent qualification for the required period before the qualifying date.

For the current electoral-roll preparation, the qualifying date is November 1, 2026.

Three-Year Qualification Requirement

One of the most important eligibility conditions is the three-year requirement.

The Election Commission’s instructions state that a person must have been a graduate, or possess the prescribed equivalent qualification, for at least three years before the qualifying date. The three-year period is calculated from the date on which the result of the qualifying degree examination was declared and published by the university or other concerned authority.

Therefore, applicants should check the date on which their qualifying examination result was officially declared rather than relying only on the date of their convocation.

Existing Graduate MLC Voters Also Need to Apply

This is perhaps the most important point in the 2026 Graduate MLC voter registration process.

The electoral rolls are being prepared afresh. Consequently, existing entries in the old Graduate MLC electoral roll will not automatically be carried into the new roll.

The CEO Telangana portal specifically says:

All persons, including those already in the existing rolls, must submit a fresh application in Form 18 to be enrolled.

The Telangana CEO press note also states that all persons whose names are included in the existing rolls should submit fresh applications in the modified Form 18 along with authenticated copies of the required documents.

So, if you previously voted in a Graduate MLC election and your name was already present in the old Graduate MLC voter list, you should still complete the fresh enrolment process.

What Is Form 18?

Form 18 is the prescribed application form for inclusion of a person’s name in the electoral roll of a Graduates’ Constituency.

Applicants have to provide personal, residential and educational qualification details in the form.

The form includes details such as:

  • Name of the applicant
  • Sex
  • Father’s/Mother’s/Husband’s name
  • Educational qualification
  • Occupation
  • Ordinary residential address
  • Date of birth
  • Assembly Constituency details, wherever applicable
  • EPIC number, wherever applicable
  • Aadhaar-related details
  • Contact information
  • Details relating to the qualifying educational qualification

The Election Commission’s instructions specifically require applications in Form 18 for enrolment in Graduates’ Constituencies.

Documents Required for Graduate MLC Voter Registration

Applicants must submit Form 18 along with documentary evidence supporting their educational qualification.

The Election Commission’s detailed instructions provide for documentary evidence relating to the qualifying degree or equivalent qualification. These include documents such as:

  • Degree certificate
  • Diploma or equivalent qualification certificate
  • Mark sheet showing that the relevant examination was passed
  • Certain government or institutional records establishing the qualification
  • Registered Graduate records or other recognised registers, where applicable
  • Affidavit supported by the prescribed university/college certification, where applicable

The ECI instructions provide detailed requirements regarding authentication and verification of these documents.

Degree Certificate or Mark Sheet

A copy of the degree, diploma or certificate issued by the concerned university or institution can be used as documentary evidence subject to the authentication requirements specified by the Election Commission.

The instructions also provide for use of a duly authenticated mark sheet where it clearly establishes that the applicant passed the relevant examination.

Applicants should therefore keep their original educational documents available for verification while submitting the required copy.

The last date for receipt of applications in Form 18 is November 6, 2026.

Eligible graduates should complete the application process and submit the required supporting documents on or before the prescribed deadline.

It is advisable not to wait until the final day, particularly where educational certificates need authentication or verification.

Follow these steps to submit Form 18 online.

Visit the official Telangana CEO MLC Form-18 portal.

Select the Graduates’ Constituency applicable to your ordinary residence.

Step 3: Select the District

Choose the appropriate district from the available option.

Step 4: Enter Applicant Details

  • Educational qualification
  • Occupation

Step 5: Enter Address Details

Provide your complete ordinary-residence address, including the mandal/taluk and pincode.

Step 6: Enter Existing Voter Details

If you already have an EPIC/Voter ID and the form requires those details, enter them correctly.

Step 7: Provide Aadhaar Details

Select the appropriate Aadhaar option provided in the form.

Step 8: Enter Educational Qualification

Select Graduate or the applicable qualification option and enter your university and examination details.

Upload the required supporting files within the size limits shown on the portal.

Step 1: Open the official MLC Application Status page.

Step 2: Select Form-18 (Graduate’s) if required.

Step 3: Enter your Application ID.

Step 4: Click Get Application Status.

What Happens After Applying?

The submitted applications are examined and the eligibility of applicants is verified as part of the electoral-roll preparation process.

The draft electoral rolls will be published on November 25, 2026.

After publication of the draft roll, citizens will have an opportunity to file claims and objections.

The claims and objections period is scheduled from:

November 25, 2026 to December 10, 2026.

After disposal of claims and objections and preparation of supplements, the final electoral rolls are scheduled to be published on December 30, 2026.

What If My Name Is Missing From the Draft Graduate MLC Voter List?

If an eligible person’s name does not appear in the draft electoral roll, the claims and objections process provides an opportunity to raise the issue in accordance with the prescribed procedure.

The official schedule provides a claims and objections period from November 25 to December 10, 2026.

Applicants should use the instructions and forms provided by the CEO Telangana election authorities when this stage begins.
